chore: 初始化项目配置文件

添加 Vite + React + TypeScript 项目基础配置，包括:
- package.json: 依赖配置 (React 19, TypeScript, Vite, Antd)
- TypeScript 配置 (tsconfig.json, tsconfig.app.json, tsconfig.node.json)
- Vite 构建配置
- ESLint 代码规范配置
- Git 忽略文件配置
